Title
Incorporated County of Los Alamos Resolution No. 16-17: A Resolution of the Council Authorizing Application for the Federal Transit Administration Section 5339(b) Bus and Bus Facility Competitive Grants for FY17.
Recommended Action
I move to approve Resolution No. 16-17 authorizing the County to submit a Section 5339(b) Discretionary Program 2016 Funding Opportunity grant application for the 2017 fiscal year and authorization to commit to the required local match of $74,000 for the 2017 fiscal year.
County Manager's Recommendation
The County Manager recommends that Council approve the request as presented.
Body
An application was made available by the NMDOT Transit and Rail Division on May 2, 2016; for an estimated amount of $370,000, (included as Attachments A, B, and C) in order to fund a fixed-route replacement vehicle; and to budget $74,000 of NCRTD revenues as the local match requirement.

Incorporated County of Los Alamos Resolution No.16-17 (included as Attachment D) committing the local match in the amount of $74,000 to fund the Section 5339(b) transit program for FY17.

A Grant Analysis and Financial Matrix Form (Attachment E) justifying staff and financial impact details.
Fiscal and Staff Impact/Planned Item
The County has been utilizing FTA federal transit funds to provide administrative, operating and capital assistance for Atomic City Transit since 2007. The funds are programmed by the NMDOT Transit and Rail Division based upon the submittal of an application for funding opportunities.
Fiscal and Staff Impact/Unplanned Item
The proposed project will replace a 2009 trolley, which has exceeded its useful life in years in 2016. The federal match is estimated to be $296,000.00, and the source of the local cost share will be the Regional Transit Gross Receipts Tax that is collected by Los Alamos County and approved by the NCRTD board of directors.
