During the past several months, residents living along Canyon Road have been expressing concern regarding the rate of speed of motorists traveling through the Canyon Road neighborhood.  Different options have been discussed among Staff as well as with residents living in the area.  One of the options discussed was making the Canyon Road and 15th Street intersection an all way stop.  From a traffic engineering perspective, controlling an intersection as a means of traffic calming is not considered good practice.  During the analysis on the roadway, it was observed that while the posted speed is 25 MPH the average speed along the section of Canyon Road east of 15th was in excess of 35 MPH.  Based on this observation, it was discovered that the sight distance entering Canyon Road from 15th Street was inadequate based on the observed average speeds.  See attachment “A”.

The limited sight distance is due to a fence on the southeast corner of the intersection.  The design speed on Canyon Road east of 15th Street is 25 MPH and the design speed of Canyon Road west of 15th is 35 MPH.  While the design speed in the area of concern is 25 MPH, the observed speed is substantially higher.  Additional enforcement has been requested with limited success.  At a posted speed of 25 MPH, it is suggested that a driver has an unobstructed view of approximately 335 feet (see attachment “B”).  Currently, the unobstructed view when stopped at the stop sign is approximately 90 feet and only 180 feet when a vehicle moves to the edge of the intersection.  Based on this data, it is recommended that this intersection be stop controlled in all directions.
