Suggested Motion
I move that Council approve Amendment 1 to Agreement AGR16-049 with EnviroWorks, LLC.

Body
On May 24, 2016 Council Awarded AGR16-049 to EnviroWorks, LLC in an Amount Not to Exceed $1,361,835.23, Plus Applicable Gross Receipts Tax for the purpose of repairing and performing mitigation work associated with damage to the Landfill Cap during the September 2013 flood event. This work was solicited as a design / build Request for Proposal on March 17, 2016. A copy of the associated Council Agenda Document can be seen in Attachment A. The County entered into a Contract with EnviroWorks on May 25, 2016 with an associated expiration date of October 14, 2016. Agreement 16-049 can be seen in Attachment B.

The landfill sits on a mesa top above an environmentally sensitive portion of Sandia Canyon where a wetland has been created to combat Chromium contamination in the Canyon. The flood event in 2013 washed sediment into canyon impacting the wetland. Since the Landfill is contracted via a lease agreement between Los Alamos County and the Department of Energy and the wetland below is operated by Los Alamos National Laboratory, both agencies have requested the ability to review the engineering design prior to starting construction. In addition, being a landfill, any work that is performed on the property is regulated by the New Mexico Environment Department - Solid Waste Bureau and therefore all work performed on the landfill is reviewed by this agency.
