Recommended Action
I move that Council approve the Purchase of a New Flyer Medium Size Heavy Duty Transit bus from New Flyer of America through existing New Mexico General Services Price Agreement No. 60-00015-00015 in the amount of $324,738.
County Manager’s Recommendation
The County Manager recommends that Council approve the purchase of the bus as requested.
Body
Staff is recommending the replacement of the 2008 Ford Glaval bus that has 311,720 miles and has exceeded the New Mexico Department of Transportation mileage replacement threshold of 285,000 miles.
The current Transit Plan recommends the purchase of medium size heavy duty transit bus as they are a better investment given the savings realized in life cycle maintenance and capital replacement costs. This fiscal year the current fleet of New Flyers is realizing a maintenance cost savings of $10,000 per month on average.
Staff is proposing to purchase one 30' New Flyer bus at a cost of $324,738. This purchase is budgeted in FY2017 approved budget and is funded by New Mexico Department of Transportation FY 2017, 5311 grant at an 80% ($259,790) federal and 20% ($64,948) local match. The local match for this purchase is being funded by the North Central Regional Transit District (NCRTD) Los Alamos County FY 17 Service Plan - Billable Capital.
Alternatives
The County may choose not to purchase this bus and continue to use the existing bus at a higher maintenance cost and may realize a potential equipment failure.
Fiscal and Staff Impact/Planned Item
This bus is planned to be replaced and is covered by grant funding by 100%.
