Recommended Action
I move that the County Council direct staff to place the _____________ (proposed moratorium, proposed ordinance increasing number of days, and/or proposed ordinance regarding a citizen advisory board) on the earliest possible agenda for Council's consideration, taking into account any notice requirements necessary for such consideration.
Body
Councilor Chrobocinski set this Council agenda item to present and discuss three possible actions. All of the actions involve the County’s Community Development Department, Code Enforcement Division.
As provided in the attached, Councilor Chrobocinski is requesting that the following two (2) ordinances and one (1) resolution be presented for discussion. These three documents are as follows: 1) proposed Council resolution implementing a moratorium on the enforcement of specific sections of Chapter 16 and Chapter 18; 2) proposed ordinance to amend Section 18-36 to increase the number of minimum days before a citation is issued from two days to fourteen days; 3) proposed ordinance amend Chapter 8 to create a Community Development Advisory Board to receive citizen input and advise Council on Community Development and Code Enforcement concerns.
If Council decides to act on one or more of these proposals, it will need to be scheduled and placed on a future Council agenda for action with proper notices to be issued.
In addition, Attachment D is provided as a reference from the prior Council discussion which occurred on November 7, 2017

Fiscal and Staff Impact/Planned Item
For the proposed resolution implementing a moratorium on Code Enforcement actions for 90 days there is no expected fiscal or staff impact. Code Enforcement and related staff may pursue other County and departmental matters.
