Recommended Action
I move that Council adopt Incorporated County of Los Alamos Resolution No. 18-05, A RESOLUTION URGING THE UNITED STATES FOREST SERVICE TO CONDUCT AN ENVIRONMENTAL STUDY AND GRANT CENTURYLINK A PERMIT TO BEGIN CONSTRUCTION OF AN ALTERNATIVE FIBER-OPTIC PATH FOR THE BENEFIT OF THE INCORPORATED COUNTY OF LOS ALAMOS, ITS RESIDENTS, AND THE LOS ALAMOS NATIONAL LABORATORY.

The County Manager recommends that Council adopt Incorporated County of Los Alamos Resolution No. 18-05.

CenturyLink (CTL) is a telecommunications company, headquartered in Monroe, Louisiana, that provides communications and data services to residential, business, governmental, and wholesale customers in 37 states. CenturyLink has a strong presence in Los Alamos and provides telecommunication services to both Los Alamos County and its residents and LANL. Mr. Leo Baca, Manager of Government Affairs for CTL, approached County staff to ascertain if the County Council would be willing to approve a Resolution urging the swift approval from National Forest Service for a secondary (or redundant) fiber line to be run from Santa Fe County through Los Alamos County to LANL. The new line will need to be installed on Forest Service land and LANL property both within LAC boundaries. The primary purpose of the fiber line is to service LANL and provide a redundant connection that will eliminate the risk of a complete service outage for LANL and Los Alamos County. It is important to note that currently with only one pathway in place if there is a main fiber break that ALL communications will go down county-wide including but not limited to; phone/voice, internet, wireless data even through Verizon which leases bandwidth from CTL.
