Title

Approval of Easement No. M18NA70207 Granted by the Department of Energy National Nuclear Security Administration to the Incorporated County of Los Alamos for the Purpose of a Bus Stop on East Jemez Road.

Recommended Motion

I move that Council approve Easement No. M18NA70207 Granted by the Department of Energy National Nuclear Security Administration to the Incorporated County of Los Alamos for the Purpose of a Bus Stop on East Jemez Road.

Manager's Recommendation

The County Manager recommends that Council approve the motion as presented.

 Body

The easement will provide for the construction and operation of a bus stop along East Jemez Road at Royal Crest Road for transit service to the Elk Ridge Mobile Home Community.  As part of LANL’s Supplemental Environmental Projects (SEP), a paved bus pullout is proposed on the southeast corner of East Jemez/Royal Crest intersection provided the County construct the subgrade and drainage improvements and install appropriate signs, pavement markings, and a street light (mounted to an existing utility pole).   A bus stop at this location would improve public safety since transit users will not have to cross East Jemez Road (a high speed curvilinear roadway) while also providing an area off the travel way for transit bus loading and alighting.

Alternatives

The bus stop cannot be constructed without the grant of easement.

Fiscal and Staff Impact/Planned Item

The easement is being granted at no cost to the County.  The construction and operational costs for which the County is responsible will be absorbed with existing budget and staff.  The LANL SEP Project will absorb all other specified costs including the asphalt paving.
