Body

The County in contract with SCS and AEG/Tetra Tech designed and built (respectively) the new landfill gas control and collection system (GCCS). The GCCS system was started-up on July 12, 2018.

 

The following items were built as part of the GCCS: installation of 17 landfill gas extraction wells, a below ground condensate management system, flare unit for the Municipal Solid Waste (MSW) area and blower units at the Construction and Demolition (C&D) area.

 

The system has been active for two full months and there is measurable decline in methane concentrations and in compliance with NMED solid waste rules which states:

 

All municipal and special waste landfill owners and operators shall prevent the generation and lateral migration of methane such that: the concentration of methane generated by the facility does not exceed 25 percent of the lower explosive limit (LEL) for methane in facility structure (excluding as control or recovery system components); and the concentration of methane does not exceed the LEL at the facility property boundary.

 

The total construction budget was $1,281,490, which was covered from Environmental Services reserve funds. It is imperative that funds are replenished before any other capital projects are considered.

 

Furthermore, the County currently awarded a contract to SCS to provide operation, monitoring and maintenance of the GCCS.
