There are a number of potential motions related to this topic and rather than list them all here they are included in Attachment A.
County Manager's Recommendation
Given the breadth of potential actions on this subject, the County Manager is not making any specific recommendations at this time.
Body
Councilor O'Leary requested this agenda item to decide and approve next steps for RCLC as pertains to the Adams + Crow report and items discussed at the September 6 Special Council Meeting. Part of this request was to include for consideration the recommendations made by the County Manager in his report presented at the noted meeting. Additional motions for consideration have also been provided by Councilors and all are included in Atachment A.

There have been a variety of activities regarding RCLC concurrent to the Council's discussion of this issue. Eric Vasquez (RCLC Executive Director) will be present at the meeting to discuss these efforts. Included in the attachments are representations of these actions, including: 1) the approval of a contract for executive director services with CPLC, which included specific changes from prior contracts specifically not allowing additional reimbursement for travel and other expenses of the contractor (Attachment D); 2) a letter sent to the RCLC by County Manager Burgess that outlines the level of services to be provided by the County as fiscal agent (Attachment E); and 3) several actions in response to the State Auditor's report as illustrated by the RCLC agenda from its meeting on October 19 (Attachment G).
Alternatives
Council could choose to take no action or to request certain action(s) of the RCLC through its appointed representative on the Board.
