County Manager's Recommendation

Body
On November 14, 2018, Irene Powell submitted a petition on behalf of 30 people, at least 5 of whom are registered voters of Los Alamos County, calling on the County Council to name a segment of the Pueblo Canyon Rim Trail in memory of Jim Billen, the man that donated 6 years of his time and effort to build this segment of the trail or all to enjoy. The petition is contained in Attachment A. County Code Article V addresses "Special Recognition of Persons and Historical Events and Naming of Public Facilities." The specific sections (2-421 and 2-422) outline the process that may be used and are shown in Attachment B for reference. Also included in this staff report is a previous example of a naming of trail in memory of a citizen.
