Biking Funds Proposal Recommendation

Recommended Action

I move that the Parks and Recreation Board make the following request from the County Council in which a portion of the remaining funds allocated for a flow trail, be made available for consulting services to explore the feasability of a ride center, or riding hub in Los Alamos.

Body

The Parks and Recreation Board recognizes the following:

1. The County allocated $500,000 for the development of a bike park to increase mountain biking recreational opportunities in partnership with Pajarito Mountain under a previous proposal in

which the land was to be transferred to the County. Therefore, the $500,000 was allocated to create mountain biking opportunities on County land and Pajarito is no longer an option due to

its private sale.

2. That a viable alternative location for a flow trail has not been identified and all proposals thus far (original and alternative) have been significantly less than $500,000. As delays in progress

continue and subsequent complexities in developing a flow trail are introduced, it is likely that this project’s costs will increase.

3. That Los Alamos County invested in an International Mountain Bicycling Association (IMBA) ride center evaluation, which it failed to qualify for, and that part of the consultation included a

report detailing measures that could be taken to qualify as a recognized IMBA ride center in the future.

4. That progress towards developing mountain biking in the County with the goal of providing access to residents as well as attracting non-resident visitors to support the local economy, would be supported by the recommended action.
