Recommended Action
I move that the Parks and Recreation Board request from County Council that $100,000.00 of the remaining funds allocated for a flow trail be designated to achieving a bronze level ride center status as recognized by the International Mountain Biking Association and guided by the existing report provided by the International Mountain Biking Association during Los Alamos’ previous ride center application.

The Parks and Recreation Board recognizes the following:
1. The County allocated $500,000 for the development of a bike park to increase mountain biking recreational opportunities in partnership with Pajarito Mountain under a previous proposal in which the land was to be transferred to the County. Therefore, the $500,000 was allocated to create mountain biking opportunities on County land and Pajarito is no longer an option due to its private sale.
2. That a viable alternative location for a flow trail has not been identified and all proposals thus far (original and alternative) have been significantly less than $500,000 and are currently delayed indefinitely due to proposed locations on DOE property.
3. That Los Alamos County invested in an International Mountain Bicycling Association (IMBA) ride center evaluation, which it failed to qualify for due to a lack of infrastructure and maintenance, and that part of the consultation included a report detailing measures that could be taken to qualify as a recognized IMBA ride center in the future.
4. That progress towards developing mountain biking in the county with the goal of providing access to residents as well as attracting non-resident visitors to support the local economy, has been restricted by resources, funding, and inaction and that the use of these funds as proposed would show a commitment in investing in the community, our natural recreation resources, and would make demonstrable progress towards the maintenance and development of trails...
