I move that Council approve a Memorandum of Understanding entered into by and between the Incorporated County of Los Alamos and the North Central Regional Transit District (NCRTD) for FY2020, Providing the NCRTD with $350,000.

The County Manager recommends that Council approve the Memorandum of Understanding as presented.
Body
The purpose of the MOU is to provide $350,000 in FY2020 to the NCRTD for member local government matches of federal grants, additional reserve funds, and such other purposes as the NCRTD deems appropriate.
Beginning in federal fiscal year 2006, the County entered into MOUs directly with the NCRTD and has to date provided $7,700,000. in funding. Through these annual MOUs and as part of the County's regional partnership efforts, the County is willing to provide to NCRTD additional funding for capital and operational expenses, and to increase reserves. These partnership efforts promote efficient, supportive, sustainable, and multi-modal transportation system services operated by the NCRTD to member entities located in the district.
The County fiscal year 2020 (FY20) budget, beginning July 1, 2019 and ending June 30, 2020, provides NCRTD with $350,000. NCRTD agrees to utilize the funds provided under this MOU as matching funds for federal grants on behalf of NCRTD and to maintain the NCRTD's midday service routes to Los Alamos County.
Similar to prior year's actions, this MOU also incorporates NCRTD Board Resolution 2019-30 (Attachment C), which memorializes a return of tax revenue ($1,502,650) to Los Alamos County for its provision of specific transit routes that support the Board's regional efforts.
