Recommended Action
I move that Council approve the Award of Bid No. IFB2020-12 for the Purpose of DP Road Lift Station Replacement Project with Paul Parker Construction in the Amount of $237,158.20 and a contingency in the amount of $25,000.00, for a total of $262,158.20, plus Applicable Gross Receipts Tax.
Utilities Manager Recommendation
The Utilities Manager recommends that Council approve the motion as presented.
Body
As a cooperative initiative with county economic development staff, DPU has designed a replacement DP Road sewer lift station to accommodate a number of new development projects. Coincidentally the existing DP Road lift station failed and there is now urgency to replace the lift station. DPU staff had to truck sewage for three weeks and temporary repairs have been made to keep the existing lift station operational until the replacement is complete.

The procurement manager has authorized use of emergency procurement protocol to expedite the lift station replacement and avoid a sewer overflow. In order to expedite construction of the replacement lift station the project procurement has been split into two; 1) Issuance of IFB2020-12 for construction services and 2) Procurement of the pumps and controls by DPU to expedite the delivery of this equipment by 6 weeks. The pumps and controls have been procured. Bids were solicited from 5 contractors and Paul Parker Construction was the only bidder. Paul Parker Construction has replaced multiple lift stations for the Department of Public Utilities and is well suited to meet our expedited schedule being a local contractor to Los Alamos. This project will support the affordable housing and senior housing projects approved for development on DP Road.
