Recommended Action
I introduce, without prejudice, Incorporated County Of Los Alamos Code Ordinance No. 02-304, A Code Ordinance Repealing Ordinances 501 And 543 In Their Entirety And Amending And Restating The Economic Development Plan Of The Incorporated County Of Los Alamos Into The Los Alamos County Code Of Ordinances, and ask staff to assure that it is published as provided in the County Charter.
County Manager's Recommendation
The County Manager recommends that Council introduce this Code Ordinance.
Body
The purpose of this proposed Local Economic Development Act (LEDA) ordinance revision is to bring our LEDA ordinance into harmony with the state LEDA act. This revision incorporates the “Retail Business” provisions in the current state LEDA act that were not present in the state LEDA act when the County adopted its current LEDA ordinance. The other revisions similarly track the language in the current state LEDA act. This ordinance also codifies our LEDA ordinance into Chapter 2, Administration by adding Article VI, Local Economic Development Plan.

Attachment A is the proposed ordinance and shows how all the text would be codified. In this version, all the text being inserted is underlined, since none of it is currently codified and is therefore "new" to the Code.

For additional reference, Attachment B shows the ordinance in a "legislative-type" format, where underlines indicate new text in relation to the old LEDA Ordinance 543, and strike-throughs are indications of deletions from the old LEDA Ordinance 543.

Attachment C is LEDA Ordinance 543 and is also included for reference purposes.
