Recommended Action
I move that Council appoint Zadora Morin to fill one of two vacancies on the Lodgers' Tax Advisory Board to fill the remainder of the term beginning on 12/2/2017 and ending on 12/1/2020, followed by the three-year term beginning 12/2/2020 and ending 12/1/2023.
Body
Establishment of a Lodgers' Tax Advisory Board is mandated by the County's Municipal Code, Section 8, and the corresponding state statute NMSA 1978, § 3-38-22 for the purpose of advising the County Manager and Council on the expenditure of Lodgers’ Tax Revenue funds for advertising, publicizing and promoting tourist attractions and facilities in and around the County.

Pursuant to Code, lodging establishments in Los Alamos County charge each lodger five percent (5%), in addition to Gross Receipts Tax. The Lodgers' Tax revenue is then collected by the County and budgeted to support allowed expenditures, including contracts for tourism marketing, visitor center operations and management, development of visitor materials, products and services.

The Code also mandates the number and composition of the board, requiring two (2) representatives from the tourism industry; two (2) representatives from the lodging industry; and one (1) representative from the public at-large, who is the only board member that is required to be a resident of the County. The term of each board member shall be three years beginning on December 2 and ending on December 1.

As General Manager of the Holiday Inn Express, this applicant meets the criteria to be considered as a representative from the lodging industry.

With a limited pool of just six lodging establishments that collect and pay Lodgers' Tax to the County, it can be difficult to find applicants that meet the highly specific qualifications for the vacant positions.
