 I move that Council approve Incorporated County of Los Alamos Resolution No. 21-17; a Resolution Removing Uncollectible Environmental Services Accounts Receivable from the Incorporated County of Los Alamos Accounts Receivable List for Fiscal Years 2006 through Fiscal Year 2016.

...County Manager's Recommendation

The County Manager recommends that Council approve Resolution No. 21-17.

Pursuant to NMSA 1978, Section 3-37-7, it is requested that the County Council approve the write off and removal of the accounts listed in the Resolution, Exhibit A, which have been deemed uncollectible. These accounts have been uncollectible for four (4) years or more and all avenues for collection by the County have been exhausted. 

The New Mexico Attorney General’s Opinion 70-88 indicated that writing off such uncollectible accounts has no effect on the County’s future right to collection if circumstances change, and if collection is not barred by the applicable statute of limitations.

The amount of write-off for each account was determined from the actual amounts billed.

Environmental Services is in line with Los Alamos County Utilities uncollectible accounts with a ratio of .00518 for FY2014 and a ratio of .00000 for FY2015 for an average of .0025 per accounts receivable revenue dollar. This shows for FY2014 and FY2015 Environmental Services as a utility has a ratio of uncollectible accounts in line with similar programs. 

The proposed write-off is approximately 0.25% of the $8.86M in accounts receivable collected by Environmental Services in fiscal years 2006 - 2016. Environmental Services write-offs for fiscal year 2006 - 2016 consist of 11 accounts totaling $19,987...
