I move that Council approve Services Agreement No. AGR 24-14 with Brainier Solutions, Inc., in the amount of $942,250.00, plus applicable gross receipts tax, for the purpose of an eLearning Management Software System.

Body
The County issued a Request for Proposals No. RFP 24-24 on August 31, 2023, and Brainier Solutions, Inc submitted a response. The scope of services, deliverables and other specified contractual terms are included in Attachment A. The term of the agreement shall commence February 28, 2024, and shall continue through February 27, 2039, unless terminated sooner.
The County’s current learning management solution (LMS) has been in use since 2017. This LMS is an enterprise-wide solution and provides registration for instructor-led courses and access to e-learning for every county employee including public safety employees. It was determined that an RFP was needed to ensure that employee training and training records were maintained appropriately. The Brainier LMS was selected for meeting our desired functional and technical requirements, for ease of use for all county employees, and for cost considerations. With Council approval, implementation of this application will begin this spring, with a cut-over from our existing LMS to the new solution scheduled this fiscal year.
Staff professional development and compliance training contribute to higher retention rates and increased opportunities for job growth.
