Recommended Action
I move that Council approve Amendment No. 1 to Agreement No. AGR21-926 with Carahsoft Technology Corporation for the purpose of adding eComment software subscription service to Legistar, Boards and Commissions and Government Transparency Package.

Body
The County’s business process for managing Council meeting agenda documents, Boards & Commissions application process and streaming of live meeting functions depends on the use of the Legistar, Boards and Commissions and Government Transparency Software Package. Agreement AGR210926 with Carahsoft provides for these services. Council and staff desire to add eComment software subscription service to this agreement. eComment is an online tool that makes participation easy and convenient for residents and staff. Community members can review agenda item details, give comment, and indicate their position on an item from any device. If approved, amendment No. 1 (shown in Attachment B) will add this service. The annual cost for this service ranges from $1,794.26 for current year to $2,289.63 for year 7 of agreement. Implementation is anticipated to take approximately 30 days.
Alternatives
Council could choose to not approve this amendment and not add this eComment service.
Fiscal and Staff Impact/Planned Item
Information Management Division already budgets for annual maintenance of this software in the Operational budget so the additional expenditure for the eComment will be absorbed into this budget. There will be minimal staff impact to implement this new service and train all users.
