Title
Approval of Modifications to DPU Rules & Regulations: GR-13.06 Winter Disconnection Moratorium
Recommended Action
I move that the Board of Public Utilities approve the amendments to the Department of Public Utilities Rules and Regulations GR-13.06 Winter Disconnection Moratorium.
Utilities Manager's Recommendation
The Utilities Manager recommends that the Board approve the motion as presented.
Body
DPU is proposing changes to Rule GR-13.06 which covers the winter moratorium. These changes were made to match the spirit of the state rules which are income based not afforded to all customers. The recommended changes require customers to be eligible for either LIHEAP or DPU's UAP programs for the winter disconnection moratorium protection. The winter disconnection moratorium provides for services to not be shut off for non-payment between November 15th and March 15th of each year.
Previously, this moratorium in Los Alamos County was available to all households, not only those income qualified. In March of 2024 there were 38 accounts that were over 90 days past due primarily due to non-payment during the moratorium protection period. In April of 2024, when the moratorium protection period ended, the number of active accounts over 90 days was reduced to 8 accounts. This pattern is seen each moratorium period.
Alternatives
If the Board does not approve these changes, the existing rule will remain in place.
Fiscal and Staff Impact
The staff impact is to help reduce staff time tied to collection efforts and delivering door tags.
