The Utilities Manager recommends that the Board approve the motion as presented.

Body

This project will repair a blowout in the existing 18-inch concrete cylinder pipe (CCP) transmission line in the Two Mile Canyon on LANL property. Dub-L-EE will remove the affected pipe and concrete encasement, install approximately 60 feet of 18-inch ductile iron pipe along the existing alignment, reconnect to the existing CCP, and provide new concrete encasement. Work also includes canyon access, designated equipment staging, storm water and access-road protection, testing, and restoration to support reliable water service to LANL facilities.

LANL permit delays and additional requirements required changing contractors from Parker Construction, whose contract expired to Dub-L-EE. The bottom of the canyon is severely eroded requiring a new concrete encased pipe crossing. The proposed total is $459,839.26 that is now a pipe replacement and concrete encasement versus a lining project scoped under Parker. This is an increase of $225,012.59 over the previous Parker Construction task order total of $234,826.67 including contingency and NMGRT.
