Recommended Action
I move that Council approve Services Agreement No. AGR 22-917 with Trane U.S. Inc. in the Amount of $748,926.00 plus Applicable Gross Receipts Tax for Heating, Ventilation and Air Conditioning (HVAC) Controls Service and Systems Central Monitoring for various County Facilities.

Body
County seeks Heating, Ventilation and Air Conditioning (HVAC) Controls Service and Systems Central Monitoring for various County facilities and intends to use said Services on a Task Order, not-to exceed basis for repair maintenance and annual overall monitoring and maintenance services.
The County has invested in Trane Building Automation Controls which control the mechanical systems at the following locations:
• Pajarito Cliffs Site, Buildings 1-6
• Justice Center
• Fire Station 3 (White Rock)
• Fuller Lodge
• Municipal Building
• Aquatic Center
• Community Building
• Nature Center
• White Rock Library and Youth Center
• White Rock Civic and Senior Center
• Los Alamos Historical Museum
• Other facilities may be added during the duration of this Agreement as they are constructed. Specific requirements shall be identified and consistent with these provisions contained herein.
These controls, commonly known as Building Automation Systems, or BASs, include the software and various components that "run" mechanical equipment. Like most software and hardware, maintenance is needed to provide updates, upgrades and maintenance to them.
Trane will be required to provide quarterly maintenance on the hardware and software systems as well as be available 24 hours/7 days a week for concerns as they arise to our facilities staff as needed. Also included in this service agreement, in the event service is needed on any mechanical equipment tied to the Trane Controls, there are provisions for a technician to trouble-shoot, fix and/or replace equipment. The cost of the work will be billed on a time and material basis.
Alternatives
Council could choose not to approve the contract. Staff's ability to properly care for the investment in the controls, hardware, software and devices without easy access to specialty technicians for troubleshooting, software patches and upgrades, is limited and mechanical systems may be down for longer periods of time than acceptable to our customers.
Fiscal and Staff Impact/Planned Item
This contract is a planned expense within the Facilities Maintenance division operating budget.
