Title

Award of Bid No. 24-74 in the Amount of $6,955,978 Plus Applicable Gross Receipts Tax to TLC Plumbing & Utility for Construction of Bathtub Row Reconstruction Project; Establish a Project Budget in the Amount of $8,445,857.27 for Roadway and Utility Work; and Approve Related Budget Revision 2025-02 (Utilities)

Recommended Motion

I move that Council Award Bid No. 24-74 in the Amount of $6,955,978 plus applicable Gross Receipts Tax to TLC Plumbing & Utility for Construction of Bathtub Row Reconstruction Project and establish a Project Budget in the Amount of $8,445,857.27 for roadway and utility work.

 

I further move that Council approve Budget Revision 2025-02 (Utilities) as summarized on Attachment D and the attachment be made a part of the minutes of this meeting.

Board, Commission or Committee Recommendation

On July 17, 2024 the Board of Public Utilities (BPU) approved the Utilities portion of the bid. BPU recommends forwarding the project to Council for approval. A copy of the Board’s agenda documentation is attached for reference (Attachment A).

County Manager's Recommendation

The County Manager recommends that Council approve the motion as presented.

Body

On May 31, 2024, the County advertised a formal competitive solicitation for project construction through Invitation for Bids No. 24-74. One (1) response was received on June 21, 2024, and the evaluation committee recommends awarding the bid to TLC Plumbing & Utility. 

Roadway work will include full reconstruction including drainage and ADA safety improvements of Bathtub Row between Central Avenue and Peach Street, a segment of Peach Street, and Nectar Street from Peach Street to 15th Street. The scope of work includes removal of existing asphalt surface and base course and replacement with new base course and new 4-inch asphalt surface, curb and gutter, sidewalk, ADA ramps with detectable warning surfaces, drive pads, utility valve adjustments, sewer manhole cover adjustments, and lighting. (See Attachment B - Project Area Map)

 

Utility work will include installation of the sewer line and services. Installation of transmission and distribution waterlines, new gate valves and water service lines, and additional new fire hydrants.

Bid Alternate 1 (Parking Lots) includes the reconstruction of the parking lots for Fuller Lodge.

Bid Alternate 2 (Little Theatre) includes removal and replacement of the sidewalks and ADA ramps for the Little Theatre located on Nectar Street.

Bid Alternate 3 (Broadband) includes the installation of 4” conduit throughout the length of Bathtub Row and Nectar Street with pull boxes for future use by the County.

 

During construction, the contractor will utilize two staging areas, Area “A” is the parking lot for the Canyon Rim and Pueblo Canyon Trail Loop and Area “B” is the Betty Ehart Senior Center Overflow Parking Lot. Staging area “B” is limited to material storage for the water and gas lines and access will be maintained to the senior center.

 

A public meeting was held on March 7, 2024, in conjunction with the regular Transportation Board meeting and on April 3, 2024, at a regular Historical Advisory Board to obtain input on the design. A project presentation was included with the Lodgers’ Tax Advisory Board agenda on April 16, 2024.

Upon Council approval, the Notice of Award will be sent to the contractor on July 31, 2024 and work will begin on or before August 12, 2024.  The contract includes a substantial completion date of August 30, 2025, and a final completion date of September 30, 2025, with liquidated damages for late completion. 

 

Schedule and traffic impacts will be shared with the public through weekly construction updates to general media and posted on the project website. Traffic impacts will be minimized to the greatest extent possible during construction with the county providing a thorough review of traffic control plans prior to issuance of construction permits. Staff will also monitor all traffic control installations daily to ensure proper installations. Staff will work closely with the contractor, the schools, area residents, and businesses regarding changes and maintenance of traffic access including any special needs, refuse pick up, mail delivery, and water shutoff periods.

Alternatives

Council could choose to not approve the agreement and postpone or cancel the project.

Fiscal and Staff Impact/Planned Item

The FY2025 adopted budget includes $4,320,000 for the roadway portion of the project through the County’s Capital Improvement Program (CIP), and $2,575,523.27 through the Department of Public Utilities CIP.

 

Budget Revision 2025-02 for utilities is comprised of $1,140,334 from joint Utilities Funds. This budget revision will supplement the current project budget with included contingency for unanticipated changes or field conditions.

 

The total requested budget including budget revision is $8,445,857.27.  See Project Budget Spreadsheet (Attachment C) and Budget Revision Form (Attachment D) for additional details.
