Title
Approval of Services Agreement No. AGR 24-61 with Northland Products, Inc. in an Amount Not to Exceed $3,000,000 plus applicable Gross Receipts Tax for the Purchase of Bear Resistant Rollout Carts
Recommended Motion
I move that the Council approve Services Agreement No. AGR 24-61 with Northland Products, Inc. in an Amount Not to Exceed $3,000,000 plus applicable Gross Receipts Tax for the Purchase of Bear Resistant Rollout Carts.
County Manager's Recommendation
The County Manager recommends that the Council approve this Contract for General Services as requested.
Body
On February 29, 2024, the County advertised a formal competitive solicitation for the purchase of Bear Resistant Rollout Carts through Request for Proposals No. 24-61. Two (2) responses were received. A two-phase evaluation process was conducted that included review of the proposals and the second consisting of field testing the proposed product for performance and compatibility with county solid waste equipment. As a result, the evaluation committee recommends award to Northland Products, Inc.
Northland Products, Inc. proposed the Kodiak Fully Automated Bear Resistant Container in both 65-gallon and 95-gallon sizes. Both have been tested and certified by the International Grizzly Bear Committee (IGBC), contain a cartridge type locking mechanism that is self-contained and separated from the waste container to mitigate contamination from loose debris, and have a 6-year manufacturer’s warranty from date of purchase.
Currently, approximately $1.29 million remains for the purchase of bear resistant roll carts. Upon contract execution, staff will begin the purchase then deployment of bear resistant roll carts for those 462 residential customers currently on the waiting list. The vendor will ship an initial order of 280, 95-gallon capacity carts within 30 days of order. To accommodate additional requests and on-hand replacement inventory, staff will place a second and third order consisting of another 280, 95-gallon and 368, 65-gallon carts, respectively. Each order of 280, 95-gallon units or 368, 65-gallon units is considered a full shipment or truckload. The 95-gallon sized cart is the most popular size requested and while the 65-gallon unit is requested by those who do not generate much waste or those who may struggle moving the larger size container. Subsequent orders can then be made based upon requests received.
Upon Council approval, the term of the Agreement shall commence on August 28, 2024 and continue for a seven-year term through August 27, 2031 unless sooner terminated.
Alternatives
Council could choose not to approve the contract. However, this would delay the purchase of additional bear resistant roll carts for residential customers.
Fiscal and Staff Impact/Planned Item
Remaining funds in the amount of $1,290,630 are available to purchase an estimated 3,816 bear carts (3080, 95-gallon units and 736, 65-gallon units) assuming year one contract pricing. Funding for additional purchases through rate revenues or fund balance/ending working capital would require further analysis.
Environmental Services staff along with assistance from other Public Works Divisions will participate in the delivery of bear carts to residents.
