Recommended Action
I move that Council approve the expenditure of the Arts in Public Places fund in an amount not to exceed $750 for the purchase, shipping, installation, and other costs associated with the purchase of an informational sign for Flower of Flight statue at the Los Alamos Nature Center.

The County Manager recommends that Council approve the motion as presented.
Board, Commission or Committee Recommendation
The Art in Public Places Board approved the motion at their February 27, 2025 meeting to recommend to Council the purchase and installation of an informational sign to accompany the Flower of Flight statue at the Nature Center, with a cost not to exceed $750.
Body
At the Art in Public Places Board meeting on July 25, 2024, members reviewed a public comment submitted during a previous meeting, requesting the removal of the Flower of Flight statue from the front of the Nature Center (pictured in Attachment A). The complaint cited that the statue appeared “dirty,” among other concerns. After researching, it was revealed that the artist intended for the sculpture to gradually develop various types of lichen over time, as part of its evolving character. Following an in-depth discussion, the Board decided to create an informational sign or plaque to communicate the artist's original vision for the artwork. The aim of this sign is to educate the public about the artist's intent, fostering a deeper understanding of the piece and encouraging a more positive, engaged interaction with the artwork.
The artist was contacted and visited the site to assess the sculpture's condition. He provided a detailed explanation of his original vision for the piece, which was then condensed into a more concise description for the sign. Pajarito Environmental Education Center (PEEC) staff were consulted regarding the size, type, and placement of the sign. County Facilities staff confirmed that the sign could be mounted on the wooden post just west of the statue. The sign will adhere to the specifications of other County plaques and signs, such as the new signs for the self-guided historical walking tour. A draft of the sign is pictured in Attachment B. If approved, the sign will be ordered from the same company that produces other County signs and will be mounted at the required ADA height.
Alternatives
Council could not approve the expense, and no sign will be purchased.
Fiscal and Staff Impact/Planned Item
The fiscal impact will be no greater than $750. It will require County staff to order and install the sign.
