Title

Re-Approval of a Purchase Order for the Purchase of a UV Disinfection System from Trojan Technologies in the Amount of $184,800.00, plus Applicable Gross Receipts Tax for the Los Alamos Wastewater Treatment Plant

Recommended Action

I move that the Board of Public Utilities approve the purchase of a UV Disinfection System from Trojan Technologies in the amount of $184,800.00, plus applicable gross receipts tax for the Los Alamos Wastewater Treatment Plant.

Utilities Manager's Recommendation

The Utilities Manager recommends that the Board approve the motion as presented.

Body

This request was initially approved by the Board at the April 15, 2026 regular session in the amount of $177,400.00 plus GRT, however, the initial request and the quote the provided by Trojan Technologies expired on March 31, 2026 and shipping cost has risen.  This revised quote is valid until June 19,2026 which allows for plenty of time to sign the scope of work and issue a purchase order for the same to lock in this equipment purchase.

 

The ultraviolet disinfection system at the Los Alamos Wastewater Treatment Plant has reached the end of its design life and requires replacement to maintain sanitation requirements. The proposed Trojan UV system is a like-for-like replacement, allowing it to be installed by DPU staff which will limit capital project costs. This will ensure disinfection requirements are met for the foreseeable future while improving the longevity of the plant. 

Alternatives

If the Board does not approve the purchase, staff will continue to pursue alternative means to meet disinfection requirements through costly modification or replacement of the existing system.

Fiscal and Staff Impact

The project has been budgeted through Wastewater Treatment in FY 2026 through RIP Loan 00073, approved by County Council September 22, 2025 and included as Attachment “B”. This loan includes $2,000,000.00 ($1.75M Loan / $250K Subsidy) for several projects at the Los Alamos Wastewater Treatment Plant.
