Recommended Action
I move that Council adopt Incorporated County of Los Alamos Resolution No. 24-21, Resolution for County Participation in the New Mexico Department of Transportation through the Fiscal Year 2025 Local Government Road Fund - School Bus Route Program for the Grand Canyon Drive Pavement Rehabilitation Project.

Body
Annually, Engineering Staff submits grant applications to the New Mexico Department of Transportation (NMDOT) to help fund County roadway improvements through the Local Government Road Fund which is comprised of the County Arterial Program, School Bus Route, and Cooperative Agreement Program.
For Fiscal Year 2024-25, the NMDOT awarded Los Alamos County a combined amount of $150,852, comprised of a 75% State Share ($113,139) and 25% County Match ($37,713) under the School Bus Route Program
These funds will be utilized in the 2025 construction season to offset road construction costs. Specifically, the grant funding will be utilized for pavement preservation improvements of Grand Canyon Drive, including crack seal and slurry seal, as part of the Pavement Preservation Project, programmed for FY25 funding. This project was selected using the County’s Road Improvement Program which is based upon pavement condition ratings.
NMDOT requires that a resolution for each Local Government Road Fund Program be submitted before the grant agreements are prepared and submitted. The Attorney's Office has reviewed the attached resolution which has been published as required by County Code (Attachment C)

Fiscal and Staff Impact/Planned Item
The total Local Government Road Fund, School Bus Route Program amount of $150,852 consists of $113,139 (75% State Share) and $37,713 (25% County match). Funds for the County’s share is programmed in the FY 2025 Traffic & Streets Pavement Preservation Fund.
The Public Works Department will oversee the contract work and administer the grant in cooperation with the County's Finance Division.
