Title

Approval of Amendment No. 2 to AGR22-68 with Molzen Corbin for Engineering Services for the Water Production Facilities Electric and Mechanical Upgrades Phase I Project.

Recommended Action

I move that the Board of Public Utilities approve Amendment No. 2 to AGR22-68 for the Purpose of Additional Engineering Services associated with the final Engineering Design during Construction, Construction & Contract oversight, Closeout Documents, and Commissioning of the Wells.  This Amendment is solely for the approval to extend the Services Agreement to December 31, 2026 with no adjustment to the Agreement Amount.  

Utilities Manager's Recommendation

The Utilities Manager recommends that Board approve as presented.

Body

The Water Production Facilities Electric and Mechanical Upgrades Phase I Project has been under construction since April 8, 2024 and was originally scheduled to be completed on February 28, 2025.  Due to the mechanical equipment having long lead times, the mechanical upgrades were delayed until November 2025. This has pushed the administrative close-out of the project to May 1, 2026.  Amendment No. 2 will extend Molzen Corbin's services for the remainder of the construction and project close-out.   

Alternatives

If the Amendment No.2 to AGR22-68 with Molzen Corbin for Engineering Services for the Water Production Facilities Electric and Mechanical Upgrades Phase I Project is not approved the critical engineering services to support the commissioning of the wells, preparation of as-built documents, preparation of operation & maintenance manuals and project engineer certification will not be contracted to be performed.  These items are mandated by the Drinking Water Revolving Loan which funds the project.  

Fiscal and Staff Impact/Planned Item

This item will have no fiscal impact to County funds as it is only for extending the Service Agreement date.
