Recommended Motion
I move that the Council approve Incorporated County of Los Alamos Resolution No. 26-13, a Resolution endorsing the North Central Regional Transit District’s FY2027 budget proposal, approving the FY2027 Los Alamos County Regional Transit Plan and directing the County Manager to submit the FY2027 Los Alamos County Regional Transit Plan to the North Central Regional Transit District Board of Directors. I further move that Council approve an amendment to Resolution No. 26-13 to correct the scrivener’s error found in the resolution’s title, by striking the year “FY2026” and replacing it with “FY2027,” to accurately identify the fiscal year of the Los Alamos County Regional Transit Plan to be submitted under the resolution.

The County Manager recommends that Council approve the Resolution as presented.
Body
The North Central Regional Transit District (NCRTD) has proposed Regional Transit Gross Receipts Tax (RTGRT) allocation to Los Alamos County for FY 2027 (July 1, 2026 - June 30, 2027) in the amount of $2,031,271. Per NCRTD resolution, members are to submit locally approved service plans to the NCRTD Board of Directors for consideration and approval.
The next NCRTD Board of Directors meeting will occur on September 4, 2026. During this meeting, Resolution No. 26-13 and the accompanying Los Alamos County Transit Service Plan will be considered. Staff developed a service plan that exceeds the amount of the FY27 NCRTD award amount which highlights the need for additional funding in future years and ensures that the County can be fully reimbursed for the FY27 award.
