Recommended Action

I move that Council approve Amendment No. AGR25-963-A1 to Agreement No. AGR25-963 with Stryker Sales, LLC, increasing the contract not-to-exceed amount to $804,173.33, plus applicable Gross Receipts Tax, for the purchase of six (6) additional LifePak 35 cardiac monitors, including software and maintenance, for a term of up to seven (7) years.

County Manager's Recommendation

The County Manager recommends that Council approve this Contract for General Services as requested.

Body

The Los Alamos Fire Department (LAFD) requests approval of a contract amendment to Agreement No. AGR25-963 with Stryker Sales, LLC to allow for the purchase of six (6) additional LifePak 35 cardiac monitors, including associated software and maintenance. These devices are essential to delivering advanced life support and emergency medical services (EMS) to the community.

 

The original agreement was approved with a not-to-exceed amount of $389,398.77, which allowed LAFD to purchase six (6) LifePak 35 cardiac monitors that were placed into service in December 2025. This amendment increases the contract by $414,774.56 to support the purchase of an additional six (6) units. Approval of this amendment will bring the total contract not-to-exceed amount to $804,173.33, plus applicable Gross Receipts Tax.

 

LAFD previously established an annual cardiac monitor replacement plan; however, replacement efforts fell behind in recent years due to supply chain disruptions and significant increases in equipment costs. As a result, the department’s existing fleet of eighteen (18) LifePak 15 cardiac monitors is nearing or has reached the end of its serviceable life. Thirteen (13) units are now considered end-of-life and would be unserviceable in the event of component failure.

 

This amendment allows LAFD to further reduce reliance on outdated equipment. Following the purchase of these additional six (6) units, seven (7) cardiac monitors will remain in need of replacement. The agreement with Stryker Sales, LLC is procured through the Sourcewell cooperative purchasing.

 

Fire Marshal funds will be used to purchase the additional units. These monitors will be deployed to frontline engines to ensure operational readiness and maintain public safety.

 

In December 2025, LAFD submitted an application to the New Mexico EMS Bureau Special Projects Grant. If awarded, the grant would allow the department to purchase up to four (4) additional cardiac monitors, further advancing progress toward a complete fleet replacement. Cardiac monitor replacement was also included in the department’s request for EMS Fund Act Local Distribution funds. If these funding sources are not awarded, LAFD will continue to pursue replacement opportunities as budget allows. Once the full fleet is replaced, the department will resume its annual replacement cycle to maintain equipment reliability.

 

The LifePak 35 was selected after evaluating available cardiac monitor options and conducting equipment demonstrations. All applicable staff have already been trained on the LifePak 35 platform, allowing for rapid deployment once additional units are approved and received. These monitors are critical tools in emergency response operations and provide advanced capabilities for managing cardiac emergencies effectively.

Alternatives

Continue with LifePak15 monitors until failure while awaiting determination of EMS Bureau Grant Funding.

Fiscal and Staff Impact/Planned Item

The cost for the purchase of six (6) LifePak35 cardiac monitors, including software and maintenance, will be funded through existing Fire Marshal funds. No additional impact at this time.
