Approval of Budget Revision 2026-44 for Grant Agreement with the New Mexico Department of Health Increasing Funding by $42,794 for a New Total of $110,789

Recommended Action

I move that the County Council approve Budget Revision No. 2026-44 for Grant Agreement with the New Mexico Department of Health, increasing the total agreement amount to $110,789, and authorize the appropriation of the additional funds.

Body

The New Mexico Department of Health has executed Amendment No. 1 to the existing Grant Agreement with the Incorporated County of Los Alamos for Health Council services. The amendment increases the agreement amount by $42,794, raising the total contract value from $67,995 to $110,789.

 

The amendment revises Article III - Limitation of Cost, increasing the total agreement amount to $110,789.00. The amendment also replaces Attachment 1 - Scope of Work and Attachment 2 - Budget in their entirety to reflect expanded deliverables and funding allocations.

 

The revised Scope of Work supports the County Health Council’s operations, behavioral health partnership and collaboration activities, behavioral health initiative development and implementation, and Community Health Improvement Plan (CHIP) engagement. Specific areas of focus include participation in Behavioral Health Reform and Investment Act regional meetings, collaboration with behavioral health partners, development of behavioral health work plans, suicide prevention and harm reduction initiatives, SBIRT and 988 engagement, and community-wide education and outreach efforts.

 

The updated budget outlines deliverables across four program sections:

 

Health Council Operations and Administration

 

Health Council Partnership and Collaboration on Behavioral Health

 

Health Council Behavioral Health Initiatives

 

Health Council Engagement and Community Health Improvement Planning

 

A budget revision is required to recognize and appropriate the additional funding. No County general funds are required as match.

Alternatives

If the budget revision is not approved, the County will be unable to fully implement the amended scope of work and may risk non-compliance with state grant requirements.

Fiscal and Staff Impact/Planned Item

The amendment increases grant revenue and expenditures by $42,794, bringing the total agreement amount to $110,789. There is no impact to the County’s General Fund.
