Approval of Services Agreement AGR26-15 with Armystick, LLC in the amount of $1,000,000 for the Water Systems Mechanical Devices Rehabilitation Service and Support
Recommended Action
I move that the Board of Public Utilities recommend approval of Services Agreement No. AGR26-15 with Armystick, LLC in the amount of $1,000,000, plus applicable gross receipts tax, for the purpose of the Water Systems Mechanical Devices Rehabilitation Service and Support and forward to Council for approval.

The Utilities Manager recommends that the Board approve the motion as presented.
Body
The Los Alamos County DPU Domestic Water Distribution (DW) and Water Production (WP) systems are vast and complicated due to the local geology, topography, and geography defined by living on the Pajarito Plateau. There are many pumping systems, controls, pressure zones, widely spaced tanks, and customers clustered in different areas that create engineering and operational challenges to manage the system. There are numerous mechanical devices throughout the system that must constantly function properly without disruption to deliver water to industrial, commercial, and residential customers
The DPU requires the services of a Water Systems Mechanical Devices Subject Matter Expert and Field Services Technical Engineer/Technician to thoroughly inspect, trouble-shoot, and repair or replace appurtenant mechanical components on both the water distribution system and water production system.
The offeror being awarded this contract, Armystick/Curb Services, LLC will provide services outlined as follows:
- Field evaluation, inspection, and assessment
- Written condition assessment reporting, provide scope of work and quotations for rehabilitation or replacement of components or entire mechanical devices
- Perform field technical services for rehabilitation, calibrations and configurations, replacement of partial or whole mechanical devices
- Furnish Cla-Val water systems devices to DPU specifications
- Appurtenant water systems mechanical devices include, but are not limited to:
• Pressure reducing valves (PRVs)
• Pump control valves
• Surge anticipators
• Flow control valves
• Altitude valves
• Pressure sustaining valves
• Associated pilot controls
The services agreement (AGR26-15) is a task order-based agreement for a period of seven years in the amount of $1,000,000 over the contract period.
Alternatives
The DPU water distribution and water production systems have many mechanical devices in need of service, repair, and replacement. These are specialized devices often beyond the expertise of in-house staff and require technical knowledge of a specialist. Both systems are in need of these services, therefore not approving this service agreement would delay system improvements and may also result in increased costs for full replacements.
Fiscal and Staff Impact
The yearly costs for task orders from the offeror will be considered in each budget cycle. Over time, the cost to repair, rehabilitate, and replace components in the water systems mechanical devices will be offset by the reduction of water line breaks, service call-outs due to pressure issues, and failures that result in required component replacements.
