Recommended Motion

I move that Council approve Services Agreement No. AGR 26-40 with International Cybernetics Company, LP d/b/a IMS Infrastructure Management Services in an amount not to exceed $1,625,135.00 plus applicable gross receipts tax for Pavement Condition Surveys and Pavement Management Software for a 15-year term. 

County Manager's Recommendation

The County Manager recommends that Council approve the motion as presented.

Body

On November 20, 2025, the County advertised a formal competitive solicitation for Pavement Condition Survey and Pavement Management Software services through RFP No. 26-40. Four proposals were received on January 9, 2026, and the evaluation committee recommends International Cybernetics Company, LP d/b/a IMS Infrastructure Management Services.

 

IMS Infrastructure Management Services will conduct a pavement condition survey to update and maintain the continuity of the existing database and provide a clear understanding of the current condition and needs of the roadway network. All collected data will be used to develop a comprehensive five-year street rehabilitation plan that optimizes pavement quality and minimizes annual expenditures. This five-year plan is used to prioritize and budget for projects in the County’s Transportation Capital Improvement and Pavement Preservation Programs. IMS will also collect digital video and imagery to develop several right-of-way asset inventories for the County.

 

Both the term and compensation components of this Agreement were structured to cover the full scope of services for an initial survey, followed by three additional survey cycles at five-year intervals, for a total term of 15 years. Updating the Pavement and Asset Management System every five years is recommended to ensure current information on County roadway assets for capital improvement planning and funding programming purposes.

 

IMS will also provide new pavement asset management software called CityLogix and will furnish all services required to upload all collected data into the software following each new survey cycle. The pavement asset management software is used to organize pavement inventory, evaluate condition data, and forecast maintenance needs so repairs can be planned proactively. It helps extend pavement life by identifying the right treatments at the right time and supports budget-conscious, data-driven decision-making.

Alternatives

Council could choose not to approve the agreement and postpone or cancel these services.

Fiscal and Staff Impact/Planned Item

The total agreement amount of $1,625,135.00 plus applicable gross receipts tax will cover 15 years of surveys and software requirements as described in the agreement. The initial survey and asset management software setup was budgeted in the FY26 Budget. An annual software licensing fee will be required which will be budgeted annually. Each survey will be budgeted through recurring budget cycles to occur every five years.
