Title

Presentation and Possible Action on the Five Year Transit Plan

Recommended Motion

I move that Council approve the Atomic City Transit Short Range Transit Plan.

County Manager's Recommendation

The County Manager recommends that Council approve the motion as presented.

Body

The purpose of the study is to identify current operational statistics and recommend efficiencies that could present a better transit system to the citizens and visitors of Los Alamos County.

Approval of this Transit Plan is a requirement to update the NMDOT required Comprehensive Transit Study and five-year service plan.

Atomic City Transit entered into a contract with LSC Transportation Consultants Inc. and a briefing to County Council was provided at a Work Session on March 14, 2023.

Staff would like to address each recommendation below:

Support for the increase in Route 1 Peak services, as staffing will allow - Route 1 is a productive route and is justifiable to expand service.

Support for the discontinuation of Route 2 Peak services - This service was postponed prior to Covid and has not been reinstated. The 2 Peak was created to assist the 2T and 2M during the 502 roundabout construction and rush hour periods. Lower ridership identifies the promotion of the 2 Peak exclusion.

Support for Saturday service concept recommendation as staffing will allow - Micro-transit options with limited fixed route are identified as the logical service to pilot.

Support for Route 2T - second loop from 3:00 pm to 5:00 pm to adjust for traffic congestion - This reduction will assist with on time performance and provide a more dependable service due to rush hour traffic.

Support redesign of Route 3 to include service to Western area and redesign of Route 1 to include service to Camino Entrada area for hourly service - utilize are resources where they are most needed and cost effective. Due to Route 3 suspension - Route 1 provides service to this area.

Support early morning micro-transit services as staffing will allow - ability to utilize driver downtime between 5am - 6am and add early service to the public and support of LANL due to high volume of traffic.

Recommend Route 5 Range Road be serviced as on-demand - this allows rider to have the option to ride and not discontinued.

Fiscal and Staff Impact/Planned Item

If approved, these expenses would be budgeted in the yearly Transit Division approval process.
