Recommended Action
I move that Council approve Task Order No. 2 under Services Agreement No. AGR 24-970 with Albuquerque Asphalt, Inc. in the Amount of $678,295.71 plus Applicable Gross Receipts Tax and a $10,000 Contingency for Pavement Rehabilitation of San Ildefonso Road and Stoneview Drive.

Body
On June 26, 2024, the County entered into Services Agreement No. 24-970 with Albuquerque Asphalt, Inc. to provide asphalt pavement mill and overlay of county roads in furtherance of the County’s pavement preservation program.
This project will enhance the durability and maintain the service life and Pavement Condition Index (PCI) of San Ildefonso Road and Stoneview Drive. The project consists of an asphalt mill and overlay on San Ildefonso Road from the North Mesa Road intersection to its terminus and the entire length of Stoneview Drive.
The New Mexico Department of Transportation (NMDOT) awarded funds for the San Ildefonso Road and Stoneview Drive Pavement Preservation Project through the Local Government Road Fund which is comprised of the County Arterial Program, School Bus Route, and Cooperative Agreement Program as follows:
- For Fiscal Year 2025/2026 Cooperative Agreement Program, the NMDOT awarded Los Alamos County a combined amount of $109,188, comprised of a 75% State Share ($81,891) and 25% County Match ($27,297).
- For Fiscal Year 2025/2026 School Bus Route Program, the NMDOT awarded Los Alamos County a combined amount of $146,719, comprised of a 75% State Share ($110,039) and 25% County Match ($36,680).
- For Fiscal Years 2025/2026 County Arterial Program, the NMDOT awarded Los Alamos County a combined amount of $38,871, comprised of a 75% State Share ($29,153) and 25% County Match ($9,718).
The total combined grant funding awarded by NMDOT for this project is $294,778, comprised of a 75% State Share ($221,083) and 25% County Match ($73,695).
With execution of this task order, Albuquerque Asphalt anticipates starting work in Los Alamos during the second half of September, with completion of all work by the end of October of this year.
Alternatives
Council may choose not to approve the task order, which could lead to postponing or canceling the project resulting in continued roadway deterioration, higher future repair costs and potential loss of grant funding.
Fiscal and Staff Impact/Planned Item
Funds for this effort were programmed as part of the annual budget and are budgeted and available in the Traffic & Streets Pavement Preservation Fund.
The Public Works Department will oversee the contract work and administer the grant in cooperation with the County's Finance Division.
