Approval and Recommendation of Incorporated County of Los Alamos Resolution No. 24-13 Assigning Signatory for Administration of Rural Infrastructure Loan and Grant Agreement RIP-00059 for the Water Production Wells Mechanical and Electrical Upgrades Project

Recommended Action

I move that the Board recommends Incorporated County of Los Alamos Resolution No. 24-13, a Resolution Assigning Signatory for Administration of Rural Infrastructure Loan and Grant Agreement RIP-00059 for the Water Production Wells Mechanical and Electrical Upgrades Project and forward to Council for Adoption.

Utilities Manager's Recommendation

The Utilities Manager recommends that the Board approve Resolution No. 24-13 and forward to Council for adoption.

Body

Authorizing signatory authority by a resolution of the governing body is a requirement of the Rural Infrastructure Program, administered by the New Mexico Environment Department.  The Department of Public Utilities (DPU) has been awarded a $1,500,000 loan (20-yr @ 1%) and a $500,000 grant which will fund the Water Production Wells Mechanical and Electrical Upgrades project.  The project will construct a variety of mechanical and electrical upgrades in eight (8) water supply wells.  The motor control centers for each of the eight wells will be replaced, a variety of work including check valves, isolation valves, air vacuum/release valves, pressure transducers, switches, meters and miscellaneous hardware will be replaced and the well piping will be re-painted.  The wells vary in age from 25 years to 58 years.  The older wells typically require more refurbishment than the newer wells based on a detailed condition assessment performed in 2022.  The improvements in this project are the highest priority deficiencies identified in the condition assessment required to maintain reliable operation of the county's wells.

Alternatives

If the resolution is not approved, the award will be lost and water production funds in the amount of $2,000,000 will be used to complete the project.
