Recommended Action
I move that Council adopt Incorporated County of Los Alamos Resolution No. 23-20, a Resolution Designating The Location of Election Day Polling Places for all Statewide and Special Election Conducted in 2024 and 2025; and Establishing the County Canvassing Board Through the End of 2025.
County Manager's Recommendation
The County Manager recommends that Council adopt Incorporated County of Los Alamos Resolution No. 23-20.
Body
Pursuant to the provisions of the New Mexico Election Code, the County Council, in June or July of each odd-numbered year, shall adopt a resolution designating the Election Day polling place of each precinct for elections anticipated in calendar years 2024 and 2025.
During the last several election cycles using Vote Centers, experience has proven it is best to select facilities that are familiar to voters, centrally located for voter convenience, can accommodate peak volumes, present little to no significant impact on other user groups, and provide individuals with physical mobility limitations unobstructed access to a voting machine.
Based on that experience, and to remain consistent to the voters of Los Alamos County, all of the previously designated polling locations will continue to be utilized. The attached Resolution incorporates the recommendations of County Clerk Naomi D. Maestas, designating five (5) Election Day Polling Places/Vote Centers.
In addition to designating polling locations for Election Day, Los Alamos County shall have at least one alternate early voting location pursuant to the provisions of the New Mexico Election Code. Clerk Maestas will continue to designate two alternative voting locations: the White Rock Town Hall and the Los Alamos County Municipal Building. These designations continue to maintain a consistent and vital service to all the voters of Los Alamos County. These early voting locations are open to any registered voter of the County and allow the voters to choose either location to vote prior to Election Day.
Lastly, pursuant to NMSA 1-13-1, the County Council can appoint the Board of Registration as the County Canvassing Board. The attached Resolution incorporates the recommendations of Clerk Maestas to designate the Board of Registration as the County Canvassing Board.
Alternatives
Per N.M. Stat. Ann. § 1-13-1, if the County Council does not designate the Board of Registration as the County Canvassing Board then the County Council shall be the County Canvassing Board.
