Title

Board/Commission Appointments - Environmental Sustainability Board

Recommended Action

I nominate Shannon Blair, Anna Solomon, Jyl DeHaven, Jesse Derringer, Sue Barns, Gerald Merkey and Rebecca Paley-Williams to fill (5) current vacancies on the Environmental Sustainability Board.

I move that Council appoint the following five applicants to the current five vacancy positions:

By roll call vote, Councilors vote for five nominees - - and the nominees with the highest vote total of at least four votes will be appointed to fill a full ESB term that begins on August 1, 2024, and will end July 31, 2026; and designate one member to serve a partial term that begins August 1, 2024, and ends July 31, 2025.

Body

The Environmental Sustainability Board is a seven-member board with staggered two-year terms beginning August 1 and ending July 31. A copy of the current Board Member roster is attached for reference (Attachment A). The vacancies are a result of five ESB members (KokHeong McNaughton, Dina Pesenson, Armand Groffman, and Erik Loechell) whose terms expired and one member (Shannon Blair) who served one term and is eligible for reappointment. Additionally, to align members to serve staggered terms, we ask the Council to consider appointing one nominee to a partial term or a term that is equal to less than one-half year. This individual selected will be eligible to reapply for one additional full term.

The applicants are:

Shannon Blair [D]

Anna Solomon [D]

Jyl DeHaven [DTS]

Jesse Derringer [L]

Sue Barns [D]

Gerald Merkey [D]

Rebecca Paley-Williams [D]

Applicants were interviewed by an interview committee July 8, 9 and 23, 2024. The interview committee consisted of the following:

ESB Chair: Joseph Chandler

Council Liaison: Randall Ryti

ESB Staff Liaison: Angelica Gurule

The interview committee recommends appointing Shannon Blair, Jyl DeHaven, Jesse Derringer, Sue Barns and Rebecca Paley-Williams to serve a first full term on the ESB.

Party affiliations are noted as [D] Democrat, [R] Republican, [I] Independent, [G] Green, [L] Libertarian, [DTS] Declined to State, and [N] Not Registered to Vote.

No more than four of the five vacancies to be filled may be of the same party, which means no more than four of the D applicants may be appointed at this time.
