Recommended Action
I move that Council adopt Incorporated County of Los Alamos Resolution No. 26-19; A Resolution of Support for County Participation in the Fiscal Year 2027 New Mexico Department of Transportation Local Government Road Fund for Improvements under the County Arterial Program for the Fairway Drive Reconstruction Improvement Project.

Body
Annually, Engineering Staff submits grant applications to the New Mexico Department of Transportation (NMDOT) to help fund County roadway improvements through the Local Government Road Fund which is comprised of the County Arterial Program, School Bus Route, and Cooperative Agreement Program.
For Fiscal Year 2026-27, the NMDOT awarded Los Alamos County a combined amount of $81,831, comprised of a 75% State Share ($61,373) and 25% County Match ($20,458) under the County Arterial Program
These funds will be utilized in the 2027 construction season to offset road construction costs. Specifically, the grant funding will be utilized for the Fairway Reconstruction Improvement Project, as part of the Capital Improvement Program, programmed for FY27 funding. This project was selected using the County’s Road Improvement Program which is based upon pavement condition ratings.
The scope of work involves roadway reconstruction of Fairway Drive from Trinity Drive to West Road, and West Road from Diamond Drove to the LANL Gate. Storm drain infrastructure will be improved along with targeted concrete replacement and ADA improvements. This project is a joint utility project being designed and constructed in coordination with the Department of Public Utilities.
NMDOT requires that a resolution for each Local Government Road Fund Program be submitted before the grant agreements are prepared and submitted. The Attorney's Office has reviewed the attached resolution which has been published as required by County Code (Attachment C).

Fiscal and Staff Impact/Planned Item
The total Local Government Road Fund CAP amount of $81,831 consists of $61,373 (75% State Share) and $20,458 (25% County match). Funds for the County’s share is programmed in the FY 2027 Capital Improvement Program Fund.
The Public Works Department will oversee the contract work and administer the grant in cooperation with the County's Finance Division.
