Title

Approval of the Revised FY 2024 Fleet Equipment Replacement List/Schedule Amending the Type and Description of Some Equipment and Respective Budget Amount to Reflect the Changes

Recommended Motion

I move that Council approve the revised FY 2024 Fleet Equipment Replacement list/schedule and respective budget to amend the type and description of some equipment and to reflect the increase costs for the acquisition of equipment as amended on Attachment A.

County Manager's Recommendation

The County Manager recommends that Council approve the motion as presented.

Body

During the Fiscal Year 2024 County budget hearings, County Council approved the Fleet Equipment Replacement budget that included $380,000 for the replacement of five Police Units, $374,000 for the replacement of an Automated Side Loader Refuse Truck, and a total of $371,000 for the purchase of a Roll-Off Truck with Grapple attachment.

As a result of increases in market pricing from inflationary pressures, current equipment replacement costs for these items exceed the original approved budget. Please see Attachment A for updated Equipment Replacement list for these items comparing the adopted and current actual costs.  See Attachment B for the adopted FY 2024 Fleet Equipment Replacement list.

Police vehicles are utilized for the safety of the community. Police Department staff requested a change to vehicle type for three of the five replacement vehicles from Sport Utility Vehicles (SUV’s) to 3/4 Ton Pickup Trucks to serve the Bomb and Tactical teams given the amount and weight of equipment these teams require for transport. Further, these vehicles provide a higher towing capacity to tow the bomb trailer and newly acquired off highway utility vehicle (UTV).  Quotes for the replacement Police vehicles are included as Attachment C.

The Automated Side loader and the Roll-Off truck with Grapple attachment are vital pieces of equipment for the Environmental Services Division. For example, the Automated Side Loader is used to collect residential waste, recyclable material, along with green waste several days a week.  The Roll-Off Truck with Grapple attachment is versatile in that it can be used to deliver and pick up roll-off containers to customers, and when used in conjunction with the grapple, is capable to pick up bulk items and brush for residents.  Quotes for both vehicles are included as Attachments D and E.

Alternatives

Council could choose to not approve the purchase of equipment. However, costs for maintenance of existing equipment and future replacement costs may continue to increase.

Fiscal and Staff Impact/Planned Item

Sufficient funds for the additional cost variances in the amount of $68,117 and $96,307 are budgeted and available in the FY 2024 Police Department and Environmental Services Division budgets, respectively.  Appropriate Interdepartmental Charges (IDC’s) will be updated and assessed for the maintenance and future replacement of the listed vehicles.  No additional fiscal or staff impacts are anticipated. Please note New Mexico Gross Receipts Taxes do not apply to equipment purchases.
