Recommended Motion

Engineers and Architects for On-Call Engineering Services to Increase the Aggregate Not-to-Exceed Compensation Amount to $10,000,000 Plus Applicable Gross Receipts Tax.
..County Manager’s Recommendation
The County Manager recommends that Council approve the motion as presented.
Body
The County advertised a formal competitive solicitation for On-Call Engineering Services on January 12, 2023 (RFP 23-52), and on May 2, 2023, Council approved award of the agreements to five respondents, Bohannan Huston, Inc., Huitt-Zollars, Inc., Miller Engineer Inc. dba Souder Miller and Associates, Stantec Consulting Services, Inc., and Wilson and Company, Inc. Engineering and Architects (Attachment A)
Under the original agreement, compensation is capped at a combined total of $5,000,000 plus applicable gross receipts tax. Amendment No. 1 will increase the aggregate compensation amount to $10,000,000. This increase will allow the county to continue to utilize the engineering on-call services prior to termination of the agreements which occurs on March 28, 2030 unless sooner terminated. Under this agreement and amendment, there is not a guarantee of any work to any of the consultants.
As the Public Works Department identifies a need for engineering services, funds are identified, and a task order is properly approved and issued. The Contractor is paid in accordance with the rate schedule provided in each agreement. Other County Departments also utilize the On-Call Engineering Services Agreement contract as needed. Task order signature approval is based on the associated compensation in accordance with the Procurement Code and if a Task Order exceeds $300,000, the task order would be brought to Council for approval.
Agreement Amendment No.1 for AGR 23-52 with, Bohannan Huston, Inc., Huitt-Zollars, Inc., Miller Engineer Inc. dba Souder Miller and Associates, Stantec Consulting Services, Inc., and Wilson and Company, Inc. Engineering and Architects are attached (Attachments B, C, D, E, F).
Alternatives
Failing to increase the compensation cap for these agreements will require staff to issue a new Request for Proposal to procure new engineering on-call services prior to the contractual termination of March 28, 2030.
Fiscal and Staff Impact/Planned Item
Each issued task order is funded individually. This amendment does not result in any direct fiscal impacts.
