Recommended Action
I move that Council approve the request to accept Fiscal Year 2022-E-911 Grant “Project No. 22-E-12” Agreement and the Fiscal Year 2022-E-911 Grant “Project No. 22-E-12” Amendment from the Department of Finance and Administration acting through the Local Government Division in an amount not to exceed $211,190. I further move that Council authorize the County Manager to execute the grant agreement and the grant amendment agreement.

The County Manager recommends that Council approve the request to accept Fiscal Year 2022-E-911 Grant “Project No. 22-E-12” Agreement and the Fiscal Year 2022-E-911 Grant “Project No. 22-E-12” Amendment from the Department of Finance and Administration acting through the Local Government Division.
Body
A budget revision in the amount of $203,724 to include the Fiscal Year 2022-E-911 Grant was approved by Council on July 27, 2021. The grant agreement and amendment require Council approval. The E-911 Bureau of the Local Government Division of the Department of Finance recognized that a project previously funded through the prior Fiscal Year Grant had not been completed, and sent a proposed amendment to include the amount of the project which is an additional $7,466. The grant amendment would bring the total of the grant to $211,190.
The Enhanced 911 (E-911) Act, NMSA 1978, Section 63-9D-8 places oversight responsibility of the E-911 Program with the E-911 Bureau of the Local Government Division of the Department of Finance. The E-911 Bureau facilitates funding to local public bodies charged with operating E-911 Public Safety Answering Points (PSAPs) using grant agreements, of which the County of Los Alamos has been a recipient for several decades. On behalf of the grantees, the E-911 Bureau procures price agreements and pays vendors for goods and services provided, such as network access and database services, hardware, software, equipment maintenance, and training on E-911 and geographic information system (GIS) mapping. Each year the E-911 Program provides the services through a grant agreement. The E-911 Program has authorized the County of Los Alamos to receive $203,724 for reoccurring network and maintenance costs as well as training and minor equipment services. This amount plus the previous project capital improvement amount awarded by the Board of Finance for the E-911 Equipment Upgrade totals $211,190.
Alternatives
The alternative to accepting the grant agreement is not having the necessary funds to maintain the 911 system equipment. Additionally, by not accepting the grant amendment, there may not be funding to complete the necessary upgrade to the County’s 911 system.
