Recommended Action
I move that Council adopt Incorporated County of Los Alamos Resolution No. 25-09. A Resolution Increasing Pick-Up for PERA Contributions Previously Established by Resolution No. 23-14, by Authorizing the Incorporated County of Los Alamos to Pick-Up 5.42% for FY26, and Thereafter, of PERA Member Contributions for Members Covered Under Municipal Fire Plan 5.

The County Manager recommends that Council adopt Incorporated County of Los Alamos Resolution No. 25-09.
Body
On November 15, 2022, the County approved Amendment No. 1 to the Collective Bargaining Agreement (CBA) with the Los Alamos Firefighters’ Association, IAFF Local #3279 and Resolution No. 22-24. Both Amendment No. 1 and Resolution No. 22-24 committed to including an additional pick up for the bargaining unit employees in Municipal Fire Plan 5.
For FY24 and FY25, State law increased both the employee and employer contribution portions. In an effort to remain aligned with the negotiated language in the CBA, the County adopted Resolution No. 23-14 which provided for pick-ups in addition to those established in Resolution 22-24.
For FY26, state law again increased both the employee and employer PERA contributions. To remain aligned with the negotiated language in the CBA, the County is required to pass this Resolution, which provides for pick-ups in addition to those established in Resolution Nos. 22-24 and 23-14. The additional pick-up reflects 5.42 percent of employee contributions for FY26 and thereafter. After the additional pickup, the employee contribution percentage will be 15.78 percent of the employees’ salary for FY26 and thereafter. The employer contribution percentage will be 29.32 percent of the employees’ salary for FY26 and thereafter. Resolution 25-09 outlines this commitment in PERA contributions for PERA Municipal Fire Plan 5 members employed by Los Alamos County.
If this Resolution is adopted, the item will be sent to the PERA Board for final approval which should take place in May 2025.
Alternatives
The adoption of this resolution is necessary to accomplish the agreed upon pick-up for PERA Municipal Fire Plan 5 member contributions for Fiscal Year 26 and thereafter.
Fiscal and Staff Impact/Unplanned Item
Fiscal impact was accounted for in recent budget proposals. There will be minimal staff impact as changes necessary for this pickup have been accommodated into the financial system.
