I move that Council Award Bid No. 26-30 in the amount of $7,120,655.79 plus applicable Gross Receipts Tax to Hasse Contracting Company, Inc. for the Trinity Drive/NM502 Safety and ADA improvements project and establish a project budget in the amount of $8,172,067.28 for roadway and utility work.
Board, Commission or Committee Recommendation
On May 6, 2026, the Board of Public Utilities (BPU) approved the Utilities portion of the bid. BPU recommends forwarding the project to Council for approval. A copy of the Board’s agenda documentation is attached for reference (Attachment A).
County Manager's Recommendation
The County Manager recommends that Council approve the motion as presented.
Body
Following a 2016 Road Safety Audit, Los Alamos County secured Federal Highway Safety Improvement Program funding through the New Mexico Department of Transportation for safety and ADA accessibility upgrades along Trinity Drive. The project, which spans from Oppenheimer Drive to Knecht Street (See Attachment B), was designed by Wilson & Company Inc. and refined through public feedback during Transportation Board meetings in 2024 and 2025. On August 6, 2024, the County Council selected a Hybrid Road Diet Alternative as the preferred design to enhance corridor safety. Council subsequently passed a Resolution 24-29 supporting implementation of the Hybrid Road Diet on September 10, 2024 (Attachment D).
Upon completion of the design, the County advertised a formal competitive solicitation on March 26, 2026 for project construction through Invitation for Bids No. 26-30. Two responses were received on April 17, 2026 and the evaluation committee recommends awarding the bid to Hasse Contracting Company, Inc.
The scope of work introduces a re-configured roadway consisting of one westbound lane, two eastbound lanes, and a center lane with strategic medians. New bike lanes, a Rapid Rectangular Flashing Beacon (RRFB) at 20th Street, widened sidewalks, and a new bus pullout near Ashley Pond. Additionally, Bid Alternate 2 will be awarded, which provides a high-quality finished surface through a 2-inch mill and inlay.
The utilities scope of work includes replacement of 2,200 linear feet of the existing 8-inch cast iron water mains, with new 8-inch C-900 PVC. The water line runs from approximately Oppenheimer Drive to 20th Street with lateral connections to existing services. All water services and fire hydrants will be replaced. New medium density polyethylene gas valves will be installed at six locations and 6-inch electric conduit crossings of Trinity Drive for future use will be installed at two locations.
After receipt of bids, the County identified several line items included in the Roadway Base Bid Form which were duplicated from the Utilities Base Bid Form. The County, Contractor and NMDOT have agreed to correct the duplicated bid items following award through change order for a contract reduction in the amount of $1,200,500, preventing any administrative delays to the construction schedule. This reduction will stay within the project budget.
Upon Council approval, the Notice of Award will be sent to the contractor on May 20, 2026. The contract includes a substantial completion date of December 4, 2026, and a final completion date of December 18, 2026, with liquidated damages for late completion.
Guided by a comprehensive Public Information and Involvement Plan (PIIP), the project team is committed to maintaining transparent, and constant communication with the public. Central to this strategy is a partnership with CWA Strategic Communications, which has already conducted business surveys to identify specific needs and minimize negative impacts.
The multi-layered notification system includes weekly email updates for registered stakeholders, media alerts, and regular postings to the official project website. To assist the traveling public, portable message boards will be deployed on Trinity Drive two weeks before work begins. Dedicated staff will also be available throughout construction to respond directly to stakeholder concerns and monitor traffic control safety.
To ensure the continuity of essential services, the project team will maintain close coordination with the contractor, residents, and local businesses. This ongoing collaboration will help manage day-to-day access, including mail delivery, refuse pick-up, and water shutoff coordination, while addressing unique business requirements and special needs as they arise.
Alternatives
Council could choose not to approve the agreement and postpone or cancel the project.
Fiscal and Staff Impact/Planned Item
Project construction is funded through the Federal Highway Safety Improvement Program (HSIP) and the match is funded by the New Mexico Department of Transportation (NMDOT) Road Fund. Funding in the amount of $840,000 was programmed for design while $3,410,000 was programmed for construction. In spring of 2025, NMDOT awarded an additional $3,340,000 for construction for a total construction funding amount of $6,750,000. See Attachment C - Project Budget Spreadsheet.
