Recommended Action

I move that Council approve Agreement No. AGR26-32 with Pimloc Inc. in an Amount Not To Exceed $1,147,000, plus Applicable Gross Receipts Tax, for the purpose of redaction services for video and audio recordings through November 10, 2033 (7 Year Term).

County Manager's Recommendation

The County Manager recommends that Council approve this Contract for Services as requested.

Body

The Los Alamos Police Department requests approval of Services Agreement No. AGR26-32 with Pimloc, Inc., for secure redaction services and access to SecureRedact, a cloud-based platform for video, audio, images, and documents. The County issued Request for Proposals No. 26-32 on February 12, 2026, and selected Pimloc based on the solicitation’s evaluation criteria.

The agreement provides automated and manual redaction of confidential information, audio transcription, audit trails, training, and technical support. The County will initially use contractor-performed redaction services, with options for staff to perform redactions at hourly rates or transition by amendment to an annual subscription. Staff will transfer files between SecureRedact and existing evidence systems and review and approve all redacted records before release.

The agreement requires encryption, storage of County data and backups within the United States, compliance with the Criminal Justice Information Services Security Addendum, and County authorization before contractor personnel access uploaded media. The County retains ownership of its records, and County data may not be used to train the software’s underlying foundation model.

The seven-year term begins November 11, 2026, and ends November 10, 2033, with implementation anticipated within two weeks of the effective date. The County Manager may terminate the agreement with or without cause upon 30 days’ written notice. The agreement also terminates if Council does not appropriate funding for a subsequent fiscal year.

Fiscal and Staff Impact/Unplanned Item

The total agreement amount will not exceed $1,147,000, excluding applicable New Mexico Gross Receipts Tax, over the seven-year term. This amount establishes the maximum authorized compensation. Actual expenditures will depend on services requested, footage processed, and the pricing model selected.
