County Manager's Recommendation
The County Manager recommends that Council approve the motion as presented.
Body
As part of the Community Services Integrated Master Plan, the existing East Park Basketball Courts and North Mesa Park Tennis and Pickle Ball Courts need to be renovated. The athletic courts have exceeded their lifespan with minimal capital investment. Aerial photos are shown in Attachments A and B. The major elements of this project include: the demolition of the existing courts, fencing and other related construction; courts constructed on post tension concrete slabs; new slabs built over engineered fill; new court surfaces provided over the new slabs; new chain-link fencing installed at both locations; a new asphalt parking area at North Mesa Park; and new ADA compliant parking areas at East Park.
On November 21, 2024, the County advertised a formal competitive solicitation for demolition and renovation of East Park Basketball and North Mesa Tennis Courts through Invitation for Bid IFB No. 25-36. On December 19, 2024, one responsive bid was received and sent to the evaluation committee. Because the one bid received was responsive, the evaluation committee recommends an award to Los Alamos Landscaping & More, LLC. Upon Council approval, the Notice of Award will be sent to the contractor on February 12, 2025.
The bid amount exceeded the anticipated cost. A budget revision is presented to account for the $312,300 budget shortage which includes a 10% contingency. These additional funds come from the “Cost Increase for all categories” account CP9007. The total project cost is $2,051,455.05, which encompasses the completed design contract, Bid IFB25-36 (including both Bid Alternates, which are for vinyl coated fencing and gates), GRT, and a 10% contingency based on the Bid IFB25-36.
Alternatives
Council could choose not to award this contract and provide direction on whether to re-solicit for services, amend the scope of the services, postpone the project, or cancel the project.
Fiscal and Staff Impact/Planned Item
Funds are budgeted and available for these services as part of the County approved FY 2024 and FY2025 Budgets. The Budget Revision transfers already approved budgeted funds from the “Cost Increase for all categories” account CP9007 to the CP7002 Athletic Court Renovations project account.
