Title

Incorporated County of Los Alamos Resolution No. 25-17, a Resolution of Support for County Participation in the New Mexico Department of Transportation Fiscal Year 2026 Local Government Road Fund - County Arterial Program (CAP) for the North Mesa Pavement Rehabilitation Project

Recommended Action

I move that Council approve Incorporated County of Los Alamos Resolution No. 25-17, a Resolution of Support for County Participation in the New Mexico Department of Transportation Fiscal Year 2026 Local Government Road Fund - County Arterial Program (CAP) for the North Mesa Pavement Rehabilitation Project.

County Manager’s Recommendation

The County Manager recommends that Council approve the motion as presented.

Body

Annually, Engineering Staff submits grant applications to the New Mexico Department of Transportation (NMDOT) to help fund County roadway improvements through the Local Government Road Fund which is comprised of the County Arterial Program, School Bus Route, and Cooperative Agreement Program.

 

For Fiscal Year 2026, the NMDOT awarded Los Alamos County a combined amount of $38,871, comprised of a 75% State Share ($29,153) and 25% County Match ($9,718) under the County Arterial Program

 

These funds will be utilized in the 2026 construction season to offset road construction costs.  Specifically, the grant funding will be utilized for pavement preservation improvements of North Mesa streets, including milling and overlay, as part of the Pavement Preservation Project, programmed for FY26 funding.  This project was selected using the County’s Road Improvement Program which is based upon pavement condition ratings.

 

NMDOT requires a resolution from local governing bodies for each Local Government Road Fund Program as part of the cooperative agreement. The Attorney's Office has reviewed the attached resolution which has been published as required by County Code (Attachment C).

 

A copy of Resolution No. 25-17 is attached for reference (Attachment B).

Fiscal and Staff Impact/Planned Item

The total Local Government Road Fund CAP amount of $38,871 consists of $29,153 (75% State Share) and $9,718 (25% County match).  Funds for the County’s share is programmed in the FY 2026 Traffic & Streets Pavement Preservation Fund.

 

The Public Works Department will oversee the contract work and administer the grant in cooperation with the County's Finance Division.
