Led by Stantec in partnership with County staff, the project began in March 2025 and has included engagement with departments, leadership, advisory boards, and the public. Draft plans were presented for review, and feedback from County staff, the Environmental Sustainability Board, the Board of Public Utilities, and community members has been carefully incorporated into the final documents.

The result is a clear, phased strategy to transition the County’s fleet to zero-emission vehicles (ZEVs) and expand EV charging infrastructure across the community in a way that reflects operational realities, infrastructure constraints, fiscal considerations, and community priorities. These plans directly support the Climate Action Plan goals of reducing greenhouse gas emissions 30% by 2030, 80% by 2040, and achieving carbon neutrality by 2050.

The Fleet Conversion Plan evaluates existing fleet conditions, identifies viable ZEV replacements based on performance and duty cycles, establishes a replacement schedule aligned with vehicle life cycles, analyzes projected emissions reductions, assesses facility and electrical capacity needs, and outlines associated capital and operational costs.

The Community-Wide EV Charging Plan evaluates future charging demand, identifies priority locations based on access, equity, and suitability, reviews relevant policy and permitting considerations, and provides implementation strategies to guide phased deployment.

Together, the final plans provide a data-driven, collaborative, and implementation-ready framework to guide long-term transportation decarbonization in Los Alamos County.
