Consideration and Possible Approval of Services Agreement No. AGR 25-922 with Lee-Sure Pools, Inc. in an Amount Not to Exceed $1,404,762.43 plus Applicable Gross Receipts Tax for Aquatic Center Pool Resurfacing and Restoration and Establishment a Project Budget in the Amount of $2,000,000

Recommended Action

I move that Council approve services agreement no. AGR 25-922 with Lee-Sure Pools, Inc. in an amount not to exceed $1,404,762.43 plus Applicable Gross Receipts Tax for Aquatic Center Pool Resurfacing and Restoration and Establish a Project Budget in the Amount of $2,000,000.

Body

The Larry Walkup Aquatic Center was built in 1984 which included the Olympic and Therapy pools.  The Olympic pool has been an endeared facility to the Community, the High School Swim and Dive teams, and is internationally recognized as an excellent training facility due to Los Alamos’ high elevation.

 

Throughout its life, the Olympic pool has received yearly periodic maintenance and multiple minor repairs that have kept the pool surface in excellent operational condition for longer than the anticipated 25-year life cycle.  However, after 40 years of service, the pool plaster is showing signs of aging.  For instance, cracks have appeared at multiple locations, rust is bleeding into the water from the pool shell steel reinforcement at multiple locations, grates and suction inlets are outdated and due for replacement, many pool lights are outdated and non-functional, and tile is due for replacement.  All this evidence indicates that it is time to make more substantial repairs and install a new plaster finish coat.

 

In addition to pool repairs and plaster restoration, staff have identified other items in need of addressing.  These items include the following: re-tile the toe ledge; tiled swim lanes, depth indicators, wall targets, and ‘no diving’ safety signage; new handrails and anchoring points; replacement of the sump pit deck covering in the mechanical room; and new deck tile and handrails for the Therapy Pool.  Replacement of the existing diving blocks with competition standard diving blocks is another feature required for swim meet competitions which are held at the Aquatic Center several times a year. Construction is anticipated to last 8 months starting in March 2026 through October 2026.  During this time, the Olympic and Therapy pools will be closed.  The Leisure Lagoon will remain open and maintain regular hours, excluding planned closures for annual cleaning and maintenance.

 

County staff identified Lee-Sure Pool, Inc to perform the aforementioned pool restoration services.  Lee-Sure Pools, Inc. has over 45 years of experience in the renovation, remodeling, rejuvenation, and construction of commercial pools.  In addition, staff found that their cost proposal for the required pool restoration services is responsive to the County’s needs in two important aspects, completeness in the scope of work and the scheduling of construction work in a manner that minimizes disruption to the public including the swimming and diving team training and competition season.  Therefore, staff prepared Agreement AGR25-922 (Attachment A).

 

The Agreement provides all labor, equipment, and materials to perform the pool restoration services previously mentioned.  The procurement of the services listed in AGR25-922 complies with Section 31-3(b)(4) of the County Procurement Code, using prices for labor, materials and equipment for Lee-Sure Pools Corporation found in the City of Albuquerque Procurement Contract SHR000022791 (“Price Agreement”).  Staff will also utilize the services of Lloyd and Associates Architects, P.A. to provide construction administration and observation services under On-call Services Agreement AGR22-21d.

 

Staff is currently working on a plan to provide alternative pool locations to the community during the length of construction work at the Aquatic Center.  Local pool clubs and other recreational facilities in Santa Fe are under consideration for this plan.  The Community Services Department anticipates presenting this plan to County Council before the end of the year.

Alternatives

Council could choose not to approve the contract.  However, cancellation of this project may result in continual degradation of the pool plaster including the steel structural shell.  Any delays could result in a significant cost increase to complete the project given the escalation trend of construction costs.

Fiscal and Staff Impact/Planned Item

Funding in the amount of $2,000,000 for this project is currently budgeted and available in the Major Facilities Maintenance (MFM) Fund.  The Project Budget is shown in Attachment B and includes a 20% contingency for any unanticipated changes or site conditions and a set aside for miscellaneous expenses such as rental of alternative pool locations if required.  Any unused funds will remain in the MFM Fund. 

 

No other staff or budget impacts are anticipated.
