Consideration and Possible Approval of Task Order No. 31 under Service Agreement No. AGR-22-18a with All-Rite Construction, Inc. in the Amount of $578,117.43 plus Applicable Gross Receipts Tax for the Demolition of Three Buildings on County Owned Land at 112, 124, and 126 Longview Drive and Establish a Project Budget in the Amount of $750,000

Recommended Action

I move that Council approve Task Order No. 31 under Services Agreement No. AGR 22-18a with All-Rite Construction Inc. in the amount of $578,117.43 plus applicable Gross Receipts Tax for the demolition of three buildings on county owned land at 112, 124, and 126 Longview Drive and Establish a Project Budget in the Amount of $750,000.

County Manager's Recommendation

The County Manager recommends that Council approve the motion as presented.

Body

The White Rock Metropolitan Redevelopment Area Master Plan (WRMRA) adopted by the County in 2021 identifies the Longview Dr. as a targeted area to accommodate residential developments ranging from townhomes to mid-rise apartments.  The vision for this redevelopment is to also improve street connectivity and overall layout.

 

Redevelopment of the land and realignment of right-of-way is critical to enhance its connectivity and development potential.  There are three structures that have been vacant for an extended time and encroach the envisioned realignment of the roadway and are located at 112 (Suites A, B, and C), 124, and 126 Longview Drive (See Attachment A).

 

The demolition of the three structures referenced above is the first step to initiate the redevelopment of Longview Dr.  In preparation for the demolition, the County utilized its on-call hazardous materials abatement contractors to assess and remove asbestos and other potentially hazardous materials from these structures.  This work was completed in March 2026.  Thereafter, Public Works staff prepared a detailed scope of work for the demolition of these structures and requested cost proposals from the County’s on-call construction contractors.  Two contractors submitted proposals.  After review, staff established that the proposal submitted by All-Rite Construction Inc, is not only the lowest cost but is also responsive to the scope of work requested.  The proposal submitted by All-Rite Construction, Inc. provides all labor, equipment, permits, hauling, and disposal necessary to complete demolition of the structures, including removal of foundation walls, slabs and footings.  Also included in the proposal are the backfilling and compaction of excavated areas, grading, and final site restoration to leave the vacant parcels in a safe and clean condition (See Attachment B). 

 

Demolition of the structures is scheduled for completion by August 2026. 

 

A preliminary roadway alignment has been prepared by the Engineering Division. Adjacent property owner acquisition discussions are underway. The next steps for this project will be public engagement to include street design discussions and process.

Alternatives

Council could choose not to approve the task order and postpone or cancel the project.

Fiscal and Staff Impact/Planned Item

Funding for the project is programmed and budgeted in the Capital Improvement Projects (CIP) Fund for the White Rock Metropolitan Redevelopment Area (MRA).  No staff or budget impacts are anticipated.

 

The total project budget is $750,000 which includes contingency for any unanticipated conditions (Attachment C).  Public Works Capital Projects staff will oversee the project.  No other staff or budget impacts are anticipated.
